Can I apply if I meet the experience required by the client, but do not have the JSS score or the Rising Star Badge. as I am new to Upwork?

Yes.

Clients sometimes set preferred qualifiations such as location, JSS score, or Rising Talent, but you can still apply to the job if you don't meet those qualifications.
