Freelancer shown design created himself? You have no rights for that before paid. After paid yes, your agreement is a must. If other not agreed additionaly.
If you created it and give to midify, then yes, freelancer violated rules.
Upwork is ultra slow. Compromise is fasterst.

No, it isn't your only option. Your freelancer publishing your designs without permission infringes your copyright so you can issue a take down notice via Upwork's legal department. Take a look here: https://www.upwork.com/legal#prirp There's a direct link to an online form you can fill in.
That won't completely resolve the situation but it will ensure it's taken down.
