Strange payment

I recently saw a payment transaction that reads " A payment of $17.55 has been applied to your financial account" I don't know what this is, how do I access financial account, why am I being charged, what did I do

It looks like you hired a freelancer for a job. You can check the contract by going to Manage work > All contracts. That said, it also looks like you were refunded this amount directly to your payment method. Please allow 5 business days for the funds to show on your statement.
