Not getting hired for a long time still struggling for getting a job as a full time freelancer

Hi , I have been struggling for getting hired. I was top rated before. Its been a long time I haven't not hired and day by day I am become frustrating. As a full time freelancer its very worse situation for me. Day by day I am developing and learning new skills but still not getting any result. Do you people help me to point out my profile what is the reason behind it? I have down my working rate in order to get at least a lower paying job. I am losing my connections every time, its also a crucial point now a days to work on uowork. I can not effort any more to buy connections.
Help me to stand my profile again !
