Freelancer Rejected Client's Offer

I raised an offer to a freelancer after discussing the project. We had to make some changes so, he declined the offer and i can't see the money that i deposited to fund the project.

Upwork asks again to deposit $100 to fund the project instead of letting me use the money i already deposited in escrow.
