Cancel Fixed project Money paid?

Hi! 

Month ago, I created a job and hired a freelancer for 180 USD. I put the first milestone for 20 USD and it is in the escrow now. 

The project is not finished not will be finished due to low quality of work. If I cancel the project, will I have to pay those 180USD?
