Never understood why clients don't hire after even a month of posting jobs.

I have been applying jobs with 100% clients' s hiring rate yet they don't plan on hiring even after a month of posting jobs. Can't Upwork take an actions against them? We lose our expensive connects and not even get a chance for interview.

I'm new to Upwork and have applied to several jobs with verified and 100% hiring , 11 jobs so far and I have spent £25 yet not one interview. Very disappointing.
