Why upwork charges 16 connects for a job from a client whose payment is unverified?

The number of Connects required to apply to a job is based on the projected job value; the value is determined by estimating the job's duration and budget, marketplace demand, and other unknown factors. However, the client's payment status (verified or unverified) does not appear to be a factor.

Because Upwork doesn't care if the job is legit or not. They are making their money from freelancers buying connects so the more connects you have to buy, the more they make.

The connects have nothing to do with verified payment. Verified payment means absolutely nothing. It does not mean the card is not stolen or that you will be paid. It's crucial every freelancer learn about vetting and use it for every single client. The other piece is to understand how to set up a contract. You have to assume every client is a scammer, until proven otherwise. If you follow the Terms of Service, other Upwork rules, and best practices, you will probably never encounter a scam.
