A client booked a 30-minute consultancy without any conversation with me but I repeatedly messaged him about it but he never gave me any reply. I waited 34 minutes of Zoom meeting for the client on the day fixed by him but the client did not join the zoom meeting with me. Document submission is very important after consultancy so I submitted a document 2 weeks ago but it is still not approved by the client so I want to know in this case will I get the payment or what should I do?

You should have stated "Client was a no show" and been automatically paid.

I have already mentioned this to him and given the upwork no-show policy link for him to read but he has not given me any kind of response. So I am wondering what should I do now should I return the dollars to him? He is not responding to me in any way and I am afraid of getting bad reviews
Although I want to mention that the dollars are in review status with me the dollars have not arrived yet so what should I do
