I can't submit the proposal

Hi support team,
I'm a new user on Upwork and I want to submit my first proposal but I can't do this.
I suppose that I have enough connections to submit the proposal (82). 

What else could be the reason?

I can't provide a screenshot. Unfortunately, the offer is no longer available...‌‌😔
When the offer was active, the submit button was greyed out so I couldn't submit the offer.
