How does it make sense for anybody to apply for a ultra low budget gig,
spending connects on them, exceeding the income by far
spending fee
having low chances to get the gig nevertheless
Can somebody explain why someone would bid on this??

There's no perfect answer to that, just intentions. Many freelancers do this just to win the job so they can get a few more positive reviews and increase their job counts. Some still apply to convince them to increase their budget for the job, and it happens sometimes.
Those who work for low-budget clients suffer a lot, because mostly these types of clients have high expectations neglecting the actual value and their own budget. They are not the quality clients we always look to work with.
If you're not comfortable working with low-budget clients, just don't apply. We can't stop anyone from suffering; it's their choice.
